10. Establish a State and separate county CITIZEN'S REVIEW BOARD.

Board would include former foster parents, senior citizens, retired police personnel, retired social workers, probation officers, etc. It would be the responsibility of this Review Board to hear “all” allegations cases and review “all” the evidence presented by “both” sides and make a final decision as to the disposition of the case. This decision could conceivably “over-rule” the original ruling of the Administrative Hearing.
